Transportation letter – Boarding Foil

To board a flight bound for the United States, every U.S. Lawful Permanent Resident (LPR) must present evidence that they are entitled to such status. This proof may be a valid I-551 Permanent Resident Card (“green card”), appropriately stamped immigrant visa, or other documentation from the Department of Homeland Security (DHS).  If your “green card” has been lost or stolen, or you are otherwise unable to demonstrate current LPR status, you can apply for a Transportation Boarding Foil, valid for one entry to the United States within 30 days of issuance. After returning to the United States, you should not leave the United States again until you have applied for and received your new I-551 Permanent Resident Card. You can apply for your replacement card electronically through the USCIS website.

Determining Eligibility

  • In order to apply for Boarding Foil at our Consular Section, you must first make an appointment online. You will be required to bring the documents listed below. If your application is approved, the Consular officer will notify you of when your boarding foil will be ready to pick up (it typically takes five working days). 

    Please note that the U.S. Embassy is closed on U.S. and Liberian holidays and on certain administrative days.

    If you plan to file a Form I-131A to apply for an LPR Boarding Foil, please note that you must pay the filing fee online on the USCIS website before appearing in person at the U.S. Embassy.  You must bring evidence of payment in the form of a printed email receipt notice or confirmation page, when you appear in person to file Form I-131A.  As with all immigration fees, USCIS does not issue refunds, regardless of the decision on the application.

    Please note that individuals who have remained outside of the United States for more than one year without authorization will not be issued a Boarding Foil.

    Forms and documents required for the application:

    • A completed and signed I-131A Form available on this link
    • Obtain, if not known already, your A number. For further information about how to obtain it, please direct your inquiries to the nearest USCIS field office location
    • Printed receipt from the USCIS online payment system.
    • Valid passport;
    • One photo adhering to the photo requirements at
    • Police Report documenting when the Green Card was stolen (if applicable);
    • Proof of legal permanent residence (for example, copies of passport pages with US entry or ADIT stamps, DHS approval forms, Green Card, etc.)
    • Original airline ticket (boarding pass) from your last U.S. departure.

Scheduling an appointment online

To schedule an appointment online for an interview for Boarding Foil:

  1. Determine the visa class you are apply for is Boarding Foil.
  1. If you have not created a profile previously in our system, please click here to create a profile. After you have successfully created a profile, on your dashboard, click “New Application/Schedule Appointment” and proceed to respond to the questions as prompted. If you have an existing account, click here to sign in. After you have successfully signed in, on your dashboard, click “New Application/Schedule Appointment” and proceed to respond to the questions as prompted
  1. If you have forgotten your password, please click the “Forgot your password”. A temporary password will be sent to the email address registered in your profile. You may contact the call center if you require assistance.
  1. At Step 2 of the application process on your dashboard, select Immigrant Visa
  1. At Step 3 of the application process on your dashboard, select Boarding Foil
  1. At Step 5 of the application process on your dashboard, please ensure that you enter your personal details correctly or update details if required.
  1. At Step 6 of the application process on your dashboard, please enter the name and details of your dependents, if any. If you are the primary applicant, please do not enter your name and details again at Step 6.
  1. You will be routed to the Schedule Consular Appointment page with the notification that your request for an appointment has been submitted. You will not be able to schedule an appointment until your request for an appointment has been approved by the U.S. Embassy. Please wait for the email notification from the Embassy to continue with the scheduling process.
  1. When you receive your appointment approval notification from the Embassy, login to your profile with your username and password and on your dashboard, click “Continue” to schedule your appointment to a suitable day and time as allocated by the U.S. Embassy.
  1. You will be required to bring a printed copy of your Appointment Confirmation letter, your current passport and all other supporting documents to the visa interview.
  1. Only applicants with scheduled appointments will be admitted into the U.S. Embassy.
